AIDS Vaccine research funding has $854 million, microbicide funding is $217 million. Why the disparity?

Because a vaccine would ultimately prevent someone from contracting HIV, but a microbicide wouldn't prevent someone from getting it, it would just help someone who already has it, and then if they are cured, they can always get it again, especially if they have a risky ual behavior that doesn't change.
