Should I contact an attorney for an ault eye injury?

I was punched rigjt in the eye not around, square in the eye. I saw double and the pain was tremendous. Its been 5 months the police officer involved in this case was laughing at me when i got punched and wouldnt return my calls e-mails! I saw the guy one friday night and that night I told the officer where he lived and the officer a week later said he didnt talk to him because in those apartments you need to get buzzed in or need a key. So he decided to suspend the case. Weird. Now should I talk to an attorney I was offered a free 30 min consultation and my eye hurts and makes me want to hurt the guy. What could be done in court? Just an arrest? Would money be involved for the pain I get in my eye every now and then. Also if I look down it feels sore and weird Im gonna explode in rage if my eye doesnt get better and take matters into my own hands!
