Do I have any Recourse with the HVAC Installer?

Don't blame the HVAC people. They did exactly what you wanted, Installed a new unit. I am uming you own the condo. The drain should be hooked up to the main sewer drains. But since homeowners aren't always the smartest. They ran the drain outside to avoid a dry trap letting in sewer gas. This is research that should be done by you before arguing with the hvac people.
