Is ppf amount on maturity is taxable?

Actually there is a proposal for taxing it at the time of maturity. This proposal is pending since two years. They are (Mr. Chidambaram) proposing to tax on the maturity principal amount and leaving tax on interest. Since there is a lot of opposition, it is still pending. As of now, no tax on maturity.
